    Reserve Capacity
    User Story / Description:

    As a user, I would like the ability to reserve capacity at a given time window for specific work order type(s) or attribute(s).  When capacity is not fully utilized, the remaining reserved or held back capacity should be released at a time specified by the user in order to fully book the overall capacity.  This would allow the ability to offer different dates by work order type/attribute. 

    For example, to satisfy our customers' needs, we would want to offer a better date to fix a customer's issue on a repair job, versus installing a new customer.  We would want to hold back the amount of installs we book/route during  a specific time window in order to offer more repair work.  If not enough repair work books to keep the technicians busy, we would want to release the install capacity back in order to offer more install availability. 

    Another example would be an end of quarter or end of year install push.  We would want to hold back certain work order types in order to book as many install or new customers as possible.
