Account Status + Licensing Fees

I have been looking at the various site information, but have not been able to find info specific to licensing fees.
If we want to continue reporting on a staff member who is no longer with the group and therefore set the account status to "Disabled from Assignment" rather than "Disabled from Assignment/Report Filters" will there still be an associated licensing fee?

If you set the account status to "Disabled from Assignment" , there will be no associated licensing fee
